I am not really sure why deletion of any category option (including
default) should not be allowed. It would seem to be entirely possible that
is simply does not exist, and is therefore not needed, I did not look at
the fix in detail though. Still think this needs to be addressed however (
https://bugs.launchpad.net/dhis2/+bug/1218358), which causes category
options to be deleted when a category is deleted, which should not
necessarily be the case. At the very least, the user should be asked to be
sure that the category options should be deleted.
