Dear Developers

The "active" ("Registers data" in UI) and "closed date" properties must be
respected in the system.

1) In data entry module org units which are inactive and closed/not opened
should not be displayed in the tree.
2) In reporting rate summary inactive and closed/not opened org units
should not contribute to the statistics.
3) In organisation unit report inactive and closed/not opened org units
should not contribute to the statistics.
4) In organisation unit module an indication should be made in the org unit
list for inactive and closed/not opened org units.


Remember some instances are using Register data = No for all administrative
orgunits (national, region/province, districts) So if you dont take care of
these then we may have a situation where they wont show in the data entry
screen.
