Title:
  Person Attributes are not saved

Status in DHIS 2:
  New

Bug description:
  This affects version 2.13 build 12958 in the following sections:

  - Person dashboard - Identifier/Attribue Tab: Tested with a program
  that has three attributes, one of the attributes -always the same- is
  never saved and in a program with five attributes two are not saved.
  Saving will also delete information previously saved in Edit profile.

  - Edit profile: Different attributes are saved and cleared in
  comparison with Person dashboard. Information that was perviously
  saved is also deleted.

  - Enroll into program dialog: Information previously saved in
  attributes is not presented and values are not saved.

  This was tested with with three different programs configured with
  attributes that are exclusive to the program and attributes that are
  shared among all the programs. The types of attributes included in the
  test were Number, Text and Predefined Value.
