Documentation for exporting a person can be seen here:

This allows you to export persons in json/xml format (which you can later
import)

  The fact that we can’t export/import client-level or patient level
  data using DHIS is a pretty big problem. We had some internal tools to
  bring individual site data into a merged multi-site system, but it is
