Title:
  Trunk 2.15 tracker unselected attributes in registration in duplicate

Status in DHIS 2:
  New

Bug description:
  Attributes throws exception when selected in program but appears in
  registration under (Program Stage 0) and also Other Details. The
  compulsory element filled in for the first section but not the second
  allows registration. I have included two screenshots to help.
