When editing user with DHIS language set to French, the list of
available user roles does not load. Browser console shows the following:
SyntaxError: Expected token ')', pointing to this line:

setHeaderDelayMessage('L'utilisateur doit être affecté à au moins une
unité d'organisation');

So it looks like a problem with escaping of '
