Public bug reported:

I have a multiple even with registration program. There are 8 program
stages. When I complete for any stage, the system automatically
completes for the entire program. The event are not automatically
generated so a user must create the events one after the other with
considerable time lag between the stages.

The system should not equate the completion of a program stage to
quitting the program even though other stages have not been triggered.
