  TRACKER 2.15 completed event also completes program

Bug description:
  I am configuring a multiple event with registration program. There are
  8 program stages. The stages do not auto generate apart from the first
  stage which auto-generates after enrolment (I don't seem to have a
  choice about this). If I complete any stage e.g. (Stage 1) without
  manually generating the next event before exiting the program stage,
  the system automatically completes for the entire program. This
  creates a hassle when you try to find the entity later because it is
  regarded as having completed the Program! While it is possible to
  create the next event before exiting the program stage instance, this
  would not be logical because there is a considerable time lag between
  the stages.

  I don't think the system should not equate the completion of an event
  to completion of the entire program even though other stages have not
  been triggered. The "Quit" function should be used for this.
