Tested on 2.14 (new db) and trunk (demo db), using chrome.

In Hierarchy Operations, the 2nd step is to select a new parent orgunit
(destination).

In step 2 it says [Not selected, moved to root position], so I assume
that the orgunit can be moved to root position if I don't select
anything there. But when I don't select an orgunit in step 2 the Confirm
button is disabled, so not possible to move to root.

When moving an orgunit to root (given that this will work again) we
should give the user a warning that the orgunit will be moved to root
and ask for an extra confirmation to continue (similar to when adding a
root orgunit using Add New orgunit).
