Yes! I confirm this bug too!
You need to select English interface language in order to see role list and therefore be able to update the role of a user.
Very important for us in french speaking countries

  User roles are not loading when editing user in french

Status in DHIS 2:

Bug description:
  When editing user with DHIS language set to French, the list of
  available user roles does not load. Browser console shows the
  following:  SyntaxError: Expected token ')', pointing to this line:

  setHeaderDelayMessage('L'utilisateur doit être affecté à au moins une
  unité d'organisation');

  So it looks like a problem with escaping of '
