Title:
  Option set UI not working well with very large option sets

Status in DHIS 2:
  New

Bug description:
  The option set user interface is not working well for very large
  option sets. For instance for icd 10 options, which can be up to 14
  000 options, when trying to save the option set, the request might
  time out or be too large for the webserver to accept, leading to the
  option set to drop all options.

  We need to make a user interface which does not require all options to
  be sent to the server.
