The current validation functionalities are centered around mathematical values. In Tracker (just like at aggregate level), it would be helpful to introduce validation of form fields against another form field. 
In our particular case we are using DHIS2 in Uganda for tracking cases of domestic violence. We check if the case was handled at Margistrate, Police and Local Council level. Depending on where the case was handled, there is a whole long list of form fields to answer (only obligatory with reference to the place where case was handled).

A validation rule, allowing for us to specify that 'form field X' is
compulsory if 'form field Y' has value 'Z' for example; would be very
helpful.
