I can confirm this, but I don't think this feature was ever implemented.
I 'think' it's coming, but I'm not sure if it will be 2.15, 21.16 or
even 2.17.

Title:
  sharing for external access is not saved

Status in DHIS 2:
  Confirmed

Bug description:
  In the 2.15 dashboard, click the Share button and tick off "External access (without login)", then Save.
  Click on Share again, and the box is still unticked. So one cannot share for external access through the GUI.
