Public bug reported:

The "select all"/double arrow selector for data elements and indicators
loads only the data elements/indicators that have been loaded, not all
the data element/indicators in the group which I believe is what most
people would expect.

Example, for a "morbidity" group with 50-100-150 data elements, one
would expect that all the diagnoses is selected when choosing the group
and using the double arrow, but that is not the case currently.
