Hi Emma,

For the bug "the messages on the dashboard do not send", I will ask mobile
team to get the Bulk account for testing sms message again.

For the bug "only has one option "users in organisation unit registered", the
options for recipients selector in Send-message function of Dashboard are
displayed according to some criteria:
1. For *Tracked Entity Instance* ( TEI ) option : The selected instance
must have at least *one phone-number attribute* value.
2. For *Users *option : The selected instance has to have at least one *User
attribute value*. And this selected user has to have a phone-number.
3. For *Organisation registered *option : The orgunit where this instance
registered has to have a phone number.
4. For *Users in organisation registered* option : There are at least one
user who has the authority to access to the orgunit where TEI registered
has a phone number.
