Title:
  Web API send aggregated datavalues returns status SUCCESS with invalid
  orgunit/period

Status in DHIS 2:
  New

Bug description:
  If you send aggregated data values using XML through Web API, returns
  status SUCCESS even invalid orgunit or period is selected.

  Result then specifies error in conflict under import summary that that
  import is ignored due to period/orgunit is invalid. I think with the
  scenario status tag should be marked as Error instead of success.

  Success makes sense if atleast some data has been succesfully
  imported.
