In the pivot table, one is not able to dis-aggregate the list of
facilities by public and private ownership. When you try to show
facility group members in the Pivot Table - the dis-aggregation is
inaccurate.  Specifically, the group members do not appear as separate
i.e. both public and private members show at the same time.
