Public bug reported:

When one runs a Data Set Report from 
Reports --> Data Set Report  
And then choses "Download as Excel" or "Download as PDF"
The files download but the contents are corrupted.

This can be recreated on the demo server
https://apps.dhis2.org/demo/dhis-web-reporting/showDataSetReportForm.action

Data set: ART monthly summary
Report period: Monthly, November 2014
Org Unit "Bo"

Click "Get report"

Then click "Download as Excel" or "Download as PDF"

Attached is the Excel example.
