In event visualiser, programs without program stages (only enrollments
with attributes) cannot be accessed as it requires that you select a
program stage for attributes to appear.

More generally, it is not possible to see the attributes separately from
data elements, the attributes are mixed in with data elements from
whatever stage is selected.
