To reproduce this on the demo server, create a weekly dataset, and
assign a few data elements and assign to an orgunit. Go to the data
entry screen.

Weeks for 2011 do not appear correctly. 
Weeks for 2010 do not appear correctly. 

Other more recent years appear to be OK.

Affects latest build of 2.17.
