When making a new data elements, there is an option to add it directly
to a data element group in a compulsory data element groups set.
However, this does not work, i.e. the new data element is not actually
added to the group.

When editing an existing data element, everything works as expected.

This is applicable to 2.18 (and at least 3-4 versions before that).
