In reporting rate summary, it looks like weeks starting in one year and
ending in the next is not counted as complete in any of the years.

Specifically, I have an example where a facility has entered data for
all weeks of 2014. However, in the reporting rate summary, the
"expected" reports are 52, whilst the "actual" is 51. I have verified in
the database that there are in fact 52 complete reports.

I noticed that W1 2014 starts December 31 2013, so my guess is that it
is not counted in 2014 for actual reports, but it is counted as
belonging to 2014 in the expected report and in data entry.
