Hi,

I am not able to reproduce this both in 2.17 and 2.18.

The issue you mentioned that organisation unit tree is not clickable is
intentional - it comes ready for click once meta-data is fully downloaded.
So a most likely scenario in your case, downloading meta-data has failed
somewhere ... there should be an error log in your browser console or
network tab. Would be nice if you could share us anything from there.

You can clean your browser cache and try again one more time.
