This was not a bug, my browser was not clearing cache, so i finally
managed to clear cache using DHIS2 browser cache

Title:
  event capture failing to load programes (Tracker)

Status in DHIS 2:
  Invalid

Bug description:
  DHIS2 versions 2.17 and 2.18 are failing to load meta-data on event capture. the only meta-data which is loading is the organization units and that area is not click-able.
  Again event capture is not loading programs even on the live server there is the same problem. These problems are occurring in all the web browsers i am using (chrome, firefox and opera)
