dhis2 2.16 Tracking where should go system generated identifier from 2.13

Dear All,

We are using individual patient tracking in 2.13 version. Recently we
converted it in 2.16 version.

Now facing problem with system generated identifier. This is not available
in 2.16.

We have a big amount of individual patient record which is included system
generated identifier in table "patientidentifier"  column "identifier"
But  column "identifier" do not have any relation with
 "patientidentifiertype" table
so that this value is not coming is "trackedentityattribute" and
"trackedentityattribute" value table

However, Could you please tell me in 2.16 or 2.18 have any system generated
identifier for tracking person. if it is not then how can i ensure all
patient has unique identifier manually?

Its important issue for us to do tracking and existing individual patient
record.
