Title:
  User account creation using managed user group

Status in DHIS 2:
  New

Bug description:
  In DHIS version 2.18, one can delegate user creation using user group.
  Is this theoretical or practical? All efforts made giving the
  "add/update user within managed user group" authority is not working
  as documented. Perhaps am not doing something right. Please help clear
  this doubt.

  Giving a user the "add/update user within managed user group" does not 
  a. Give the user the authority to add new user accounts
  b. Give the user the authority to edit user accounts (even those within the managed user group)
  c. Block the user account from seeing user accounts not in the managed user group

  
  Please clarify if there are other settings needed asides 
  a. user group creation and assignment
  b. giving the "add/update user within managed user group" authority amidst other necessary authorities.
