You can do something like this:
/api/organisationUnits?filter=attributeValues.attribute.id:
eq:ATTRIBUTE_ID&filter=attributeValues.value:eq:VALUE

Please be aware that attributeValue paths are not currently optimised, so
it means they will use in-memory filtering
