Sending Mail from complete dataset

Hi DHIS2 dev,
I put "complete notification recipients" to M&E Group and has user account
around 10account. but when i process click button complete in dataset, the
email sending only "BCC" and "TO" section is blank..

NOTE: plz see attached files.
