Fixed in trunk and 2.18. Removed the max limit completely. Did the same
for validation rule group.

  Data Validation description limited to 160 characters by UI

Bug description:
  There is no consistency across DHIS2 with regard to the data type used
  for fields that typically contain (possibly relatively long)
  definitions and descriptions.

  For instance, a data validation NAME is specified as variable
  character(230) - which is excessive (the standard 160 characters make
  more sense) - whereas the data validation DESCRIPTION is specified as
  text (unlimited length, which makes sense). BUT THEN THE UI IS
  LIMITING THE DESCRIPTION TEXT TO 160 CHARACTERS, WHICH IS CLEARLY
  INADEQUATE.
