Tran,

1. I will test the fixed version (I presume you have added the fix to the
trunk also, not only 2.18).

2. In my opinion, the userid field should be updated both when the group is
created and when it is updated.

3. If there is a requirement to know who (or what) is sort of "responsible"
for maintaining a specific group - like e.g. the National Ministry versus a
National NGO - then that would be better handled by using an "authority"
field.

Bug description:
  Replicated on the stable SL demo:

  1. Open the data element group editor
  2. Select the "TB" data element group - it has about 10 data element group members
  3. Add the data element "TB Case Definition" to the member list in the middle
  4. Click "Update Data element group member" button.

  NET RESULT:
  1. All group members are removed
  2. The short group name is removed in the DataElementGroup table
  3. The userid field in the DataElementGroup table is not updated
