Title:
  Serious bug in Data Element Group Editor

Status in DHIS 2:
  Confirmed

Bug description:
  Replicated on the stable SL demo:

  1. Open the data element group editor
  2. Select the "TB" data element group - it has about 10 data element group members
  3. Add the data element "TB Case Definition" to the member list in the middle
  4. Click "Update Data element group member" button.

  NET RESULT:
  1. All group members are removed
  2. The short group name is removed in the DataElementGroup table
  3. The userid field in the DataElementGroup table is not updated
