In DHIS2 2.17 build date of 2015-04-22 02:04 under export of Event Data
(Import/Export Module): Programs limits the programs to about 52 in the
dropdown list. The programs are arranged in alphabetical order and any
program after about the 52th element, the rest are not shown.

When you rename the program to start with the letter 'A' which is among
the first, it shows up.
