Title:
  data value does not get saved in a freshly created repeatable program
  stage.

Status in DHIS 2:

Bug description:
  In Tracker-Capture :

  Enroll an entity into a program. This program should have a repeatable program stage.
  After enrolling click on the stage so that the list of data elements come down in the list.
  Try to enter value. It does not save. 
  Although after reloading the page, it works OK. But not the first time.
  There is an error on the console as well.
