Numeric Data elements accepting and saving text

Dear Team,

We just noticed that the numerical rules are not respected in Individual
records and also tracker capture.

As show in the two

In Individual records, text in a numeric field is flagged off while in
Tracker capture text in a numeric is not flagged and its saved.

This needs to be urgently checked on (Version 1.19 build 19265)
