Public bug reported:

If an administrator has not explicitly saved OU levels, all kinds of
weird behaviour will result, with no indication of the source of the
error. We should try to come up with a method to somehow flag it/enforce
it. Maybe a prominent message on both the dashboard and login pages
generated during startup?
