Hi Nayeem,

in later versions of DHIS 2 (2.18 +) it should not be possible to enter
values outside of option sets. However I know we are not validating this on
import so it could have come in that way (we could fix this). It could also
be that the option set was changed at some point in time, meaning those
values could come from an earlier version of the option set.
