Title:
  Cannot upload excel template file

Status in DHIS:
  Invalid

Bug description:
  When I select the Excel template file, it show the path to the file in
  my computer. But when I click the upload button. It said that the file
  hasn't been selected. And throw Null Pointer Exception.
