  Dropdowns disabled in lockexception

Bug description:
  While creating LockExceptions when we select orgunits using
  OrganisationUnit Level, below dropdowns (datasets&periods) are not
  enabled if there are hundreds of org units at that level.

  Reproduce on demo instance by selecting PHU level.

  Reason is that the request which checks for relevant data sets becomes
  bigger than max URL size.
