Dear Morten,

 fhb.war was the initial renamed 2.21 instance. Following the first startup
failure i completely removed "fhb" directory and "fhb.war" from webapps
directory. following war files were just kept in the standard name
"dhis.war". Thinking it was due to not upgrading to jdk version 8, I
upgraded to version 8 and did a restart of the server prior to starting it
up.

The other tomcat 7 instances are working well. I tried installing a 2.20 on
the same instance and that seems to work fine.
