[Bug 1516512] [NEW] View Template Reminders at Program stage

Dear Team,

The View Template reminder at program was dropped in 2.21 and re-
introduced in 2.21. We still need it in 2.21 especially for enrollment
based SMS reminders and SMS reminders based on Incidence and enrollment
dates without program stages.

Can it be restored?
