Dear Jan and Bjorn

We received a compliant from DATIM users, the PEPFAR DHIS2 instance about
the inability to display legend names in downloads

Medium, high, great....

The colours and scale alone are not explanatory and thus need for the
legend names.

I have searched through all the blue prints and I didnt see anything
related to fixing this; Is this a bug or a new blue print to add? or a
quick fix?.
