Hi all,

I had a discussion with Elmarie yesterday who informed me that in order for
a DataSet or Program to appear on the drop-down for data entry, they need
to be linked to a User Role that contains that specific DataSet or Program.

Armed with this info I searched the dhis2-devs email threads using
different key words and found some conversations that confirmed this.

However, in 2.21 there is no option for either DataSets or Programs do do
this assignment as there was in 2.20 (see attached screen shot from 2.20).
Did this functionality move somewhere else or is it a bug? I need to know
urgently please.
