  Tracker Capture - Filter buttons in  front page list

Bug description:
  Three issues:

  - When applying a filter that returns no enrollments, the 'No Person
  Found' message hides the filter buttons.

  - When a filter is applied and a new listing is made (by clicking in
  the orgUnit tree, by pressing Enter in the search field or by clicking
  'List all'), the filter button is still activated, although the filter
  is not.

  Suggestion:
  When doing a search from the search field, the list should still be filtered by the active filter button.
  When clicking 'List all', the filter button should be deactivated and everything listed.
  Not sure how the behaviour should be, when clicking in the orgUnit tree.

  - Similar issue with the search field. If you filter the list by
  searching, and then click the orgUnit hierarchy, the text in the
  search field is still there, although the list is not filtered by the
  entered search term.
