Hello devs,

Recently we upgraded DHIS2 2.16 version to 2.21, we are using mysql
database as backend.

We followed all the upgrade notes as available on dhis2.org. Using
admin/district we are able to login to the system but no other user is
able to login. We understand that password encryption method has been
changed in later versions after 2.16. Can you please guide us if we are
missing something?
