  Category combination of new create data element default value is not
  default

Status in DHIS:
  New

Bug description:
  When create new data element, the Category combination has value
  'default'. But if user doesn't select it again and save, the value
  automatically  saved as "PROGRAM_DATAELEMENT" in database. (It should
  be saved as 'Default')
