In the near future we are working on migrating all modules which handle
metadata configuration into a new maintenance app. The maintenance app is
currently named "Data elements and Indicators" and will be renamed to
"Maintenance" when we get support for handling of all metadata objects in
there.
The metadata configuration apps referred to are:
dhis-web-maintenance-dataset (data sets and sections)
dhis-web-maintenance-organisationunit (organisation units, groups, group
sets)
dhis-web-validationrule (validation rules, groups)
dhis-web-maintenance-program (programs, attributes, tracked entities)

have an exact estimate of when that will happen but hopefully within a
