[Bug 1555690] [NEW] System requires denominator in case number (factor1) selected as indicator type

When I create indicator and select Number (factor 1) as Indicator type, normally the system will disable denominator.
But in the DHIS2 Version 2.22 R. 21778 it forces user to fill denominator in case Number (Factor 1) is selected as Indicator type.
