Hi Gaurav,

You do have to submit your proposal through the GSoC site before the
deadline in order to be eligible for participation.

There are no tasks you have to do with DHIS, but it be much easier for us
to evaluate your proposal if you have participated actively in the
community and perhaps even submitted some code.
