[Bug 1562354] [NEW] Validation rules do not appear to work across datasets

This is following up on a mailing list discussion which was never resolved:

I've now encountered the same bug, which is that a validation rule seems
to always pass if the left-hand and right-hand rules are in different
datasets.  (I've checked, and the data types and period for both data
elements/cat option combos are the same.)  I've tested the same rule
with two data elements within the same dataset, and it works fine.

A workaround is to include both data elements in both datasets, but this
should not (according to the documentation) be necessary.
