  [api] /api/userSettings endpoint throws a null pointer

Bug description:
  Heya,

  When requesting the userSettings endpoint for all userSettings, the
  current version of trunk (Version: 2.23-SNAPSHOT, Build revision:
  22650) throws a Null pointer exception.
